In New Mexico, they register official growers. Of course, a dispensary could buy 'stock' from a non-registered grower.
This happens because even medical marijuana is in a legal 'grey area'. If the dispensary sees a demand to fill and the registered (quasi-legal) sources have no supply, they may opt to buy from a non-registered grower.

Saying the word "gang" isn't going to change my mind one bit. I don't scare that easily. Chill with the hyperbole. All drugs should be legalized immediately.
Again, decriminalize the entire plant, for anyone, and all of the criminal element will be ended.
Selling to dispensaries is a good way to make a little money, selling it on the street to the other 80% of the smoking population will make considerably more money.

What may be true in California may not be true in other parts of the country. Colorado has some of the strictest laws in the country in terms of the requirements for growing and selling medical marijuana. They include extensive background checks and closed circuit cameras in grow houses that are actually monitored by the state.
The best way to get gangs out of business of growing marijuana is to regulate the growing of marijuana and include extensive background checks and quality controls.
