States rush to settle Medicaid bills - USATODAY.com

Basically, states are trying to pay as many bills as fast as possible to take advantage of stimulus money that runs out in July. After that, they'll be paying a bigger share. Kind of illustrates the problem of mandatory programs that states must administer without enough federal aid.

I 2017 their cost will skyrock under the healthcare bill when federal aid payment drop. That is why Nelson(D) got the excemption sayig it would bankrupt his state before votig for the bill.
