I do believe you will find that the USA does indeed shoulder most of the burden.

Also I doubt Germany will take part in the Libyan war,leaving out one the more powerful members.

How much of the burden for the Kosovo war was the USA saddled with?
That was a NATO war.

NATO is taking charge per CNN. All NATO members came to an agreement.

The NFZ is under NATO, the No Tank Zone is still under the UN Coalition for at least a few more days. The thought is that the whole thing will be a combination of both.
