Let me explain something: A parent only has so long to correct his or her bad behavior. Then they are "TPR'ed," which stands for termination of parental rights. Then they have NO rights to visitation whatsoever. Got it?
Let me explain something to you (first of all, don't quit your restaurant job for law school, please).
Termination of Parental Rights is state specific, but in no state is the disability of a parent grounds in and of itself for that termination.

For my part, I believe the judge made the correct decision, and that the mother and children will still benefit from contact with each other despite her handicap.
In my experience, children handle disabilities way better than adults. It was always the adults that were so awkward and didn't know how to respond to my disability. Children know how to just love you anyway. This is priceless both for the children and the mother. It teaches unconditional love.
Touch and affection is also a crucial part of a parent-child relationship. I think the mother deserves to be able to see her children in person.
