...in my opinion started in the 1980's and has reached its apogee today.
At one time, personal responsibility meant responsibility for your own actions. Responsibility for what was within your realm of control. It recognized that bad things sometimes happen to good people, that some things are beyond our personal control - no matter how hard we try.
Now...that term has been bastardized beyond belief. It is one of the chief weapons of the race-baiters, those who bash the poor, those who wish to completely sever any link between environment and societal outcomes, and those who advocate for a wholesale shredding of the social safety net that would make Ayn Rand drool.
Anybody else troubled by this trend? Sort of sad when even a term as straightforward as "personal responsibility" has come to acquire a very divisive, negative political tone!
I think it is spoken out much more then it used to because our society has become soft and an all about me...

how is it race baiting.. would that imply that members of xyz race are incapable of being responsible for themselves... I would think that those that are "against" personal responsiblity - especially for xyz minority are the real racists.. What better way to keep a "race" back then declaring them unable to be personally responsible.
It is mostly used to bash other people. Rarely have I met a person who uses those words to describe their own life, or to take responsibility for their own failures. They are almost always directed at other people in order to criticize someone else and almost never used introspectively.

When institutional prejudice exist within a political system, it's pretty hard to try and champion "personal responsibility" within that same system. Its mighty hypocritical.
