You know for the life of me, I could have sworn Obama signed a fiscal budget into law, but I'll be damned if I could find proof. He's written 3 proposals so far, Congress passed on of them almost unchanged, but I cant find a source to say that he actually signed it into law.

The 6.2 trillion savings are based on a *ton* of hypotheticals and fuzzy math that a few people have already said doesn't seem to make sense. The plan is also missing quite a bit of the details that are actually supposed to be generating the savings.
To dispute your link. The first is that Ryan is counting on considerable budget savings — $1.4 trillion over the decade — by repealing the Affordable Care Act. Of course, the CBO has said that ACA will be a net budget winner over the next decade, and a major winner after that.
Thats because the CBO double counted $53B in Social Security Payments, and $70 in premium payments for long term insurance as "revenues".. Its not revenues, because its to cover future expenses..
if you look at these two items, you get $1.23T over a 10 year period, and then you add in the $115B in cost to put the program into effect you get your $1.38T.. Not sur eif htis is how its being calculated, but its pretty dam close.

First, the latest proposed budget for FY12 is not even being considered by the GOP controlled House. Second, if you had followed the source link I provided you, you would have noticed that Obama signed the last six continuing resolutions:
1st Continuing Resolution: From 10/01/2010 to 12/03/2010 became Public Law 111-242 on 09/30/2010.
2nd Continuing Resolution: From 12/04/2010 to 12/18/2010 became Public Law 111-290 on 12/04/2010.
3rd Continuing Resolution: From 12/19/2010 to 12/21/2010 became Public Law 111-317 on 12/18/2010.
4th Continuing Resolution: From 12/22/2010 to 03/04/2011 became Public Law 111-322 on 12/22/2010.
5th Continuing Resolution: From 03/05/2011 to 03/18/2011 became Public Law 112-004 on 03/02/2011.
6th Continuing Resolution: From 03/19/2011 to 04/08/2011 became Public Law 112-006 on 03/18/2011.
There has been no budget passed by Congress since Democrats took control in 2007. The last budget passed by Congress was in 2006 for FY 2007.
