Someone may have mentioned this already but this is only for certain roads that are rural and fairly straight line highways. In the country people are already driving at this speed so there really is not much of a change.

I read somewhere that straight highways and streets are quite dangerous as people tend to not pay enough attention, thinking what can possibly happen on a straight street/highway?
As a pedestrian only I can't confirm that, zebra crossing are always straight
