"Don't you know that rules do not apply to the GOP and the dems."

there fixed it for you

Why is it surprising "Bailout" Boehner lied? The tea party knew what he would do based on the polices he has supported in the past. This fool did absolutely nothing to reel in our reckless spending. Anyone who didn't see this coming from a mile away is lying to themselves or not paying attention.

So that is your answer ?
You should hold your own side to your high standards as well.
why should they? That would mean admitting most of their policies and leaders, just like the republicans, are failures.

This is a flat out lie.
First of all, the budget is passed by appropriations; there are 13 major appropriations.
I've rarely seen the entire budget passed before the beginning of the calendar year following the end of the FY.
There are continuing resolutions (CRA) keeping spending capped at prior year expenditures/obligations until each appropriation is passed.

There have been times, including during the Bush administration, when military funds were not passed and we were under a CRA until February of the following year.

Continuing resolution - Wikipedia, the free encyclopedia
Standoffs between the President and Congress or between political parties, elections, and more urgent legislative matters complicate the budget process, frequently making the continuing resolution a common occurrence in American government.

You might want to get your facts straight and stop your partisan misinformation campaign.
Who does it benefit when you do that?

Republicans get things done a couple of hours ahead of schedule and it's the end of humanity.

Democrats are over due to pass a budget by months and months and no one calls for their heads.

The Senate and White House will be taken over by Republicans in 2012.

Dems keep on pretending that they're doing the work of the people.

The people see these fat arses doing nothing for America, and the Democrats will be done for several years.
