Did the US really do that well before there were government programs? There was a lot more poverty and injustice. Maybe people today tend to forget that...
Although certain programs may have gotten out of hand, none of them was created for fun, but because there was good reason to do so in order to address problems.
And while I know that there are many among you who don't believe in any gun regulations, for those more sane, you seem to forget that BATF is also charged with licensing and inspecting of all firearms dealers and manufacturers as well as overseeing the import and exportation of firearms.
These functions you want to turn over to local law enforcement?
You might also be interested in the fact that BATF is also the leading investigative and training agency for explosives, you know the folks who unraveled the bombings in Oklahoma, the World Trade Center and the Olympics in Atlanta. They are the main agency charged with researching explosive threats and measures for eliminating their risk.
Is this a responsibility that you want to turn over to Barney Fife PD?
Of course you could merge BATF into a number of other agencies, of course that wouldn't significantly reduce the costs, but hey.
So cut or move 90% of ATF to state and local govts or the FBI.
We don't need a highly regulated alcohol and tobacco industry.
You ask which program, then you list agencies and departments.
Hint DEA is not a program, etc.
Thank you for the grammar lesson. Next time I'll be sure to use legal language so you won't be conflicted. I think everyone else got the intent and had no problem with the poll.

How did you decide that? The poverty rate has remained almost flat since LBJ started the "war on poverty" in 1964.

I assume poverty was defined differently back in 1964. Let alone during the 19th and early 20th centuries.
Decades ago rivers were so polluted they killed any life and even caught fire. No wonder there was a need for an EPA.

There is a need for the EPA, but not at the expense and
extreme they have taken it.
Dept of Education - adds nothing to the education equation but absorbs billions in funding annually.
ATF - what exactly is it these guys are supposed to be doing again? Keeping guns away from criminals? Really?
Corporate bailouts - bail yourselves out, boys. Start by ending bonuses for CEOs and directors who drive you to the brink of bankruptcy.
As someone with a L.E. background I have had the pleasure of knowing quite a few ATF agents... Like "most" in law enforcement they know that gun laws keep guns away from the innocent most of the time and many of them will try and justify their existance by acknowledging that they do more validating ones right to have what ever weapons they have rather than taking them away...
with that said I think this agency could be scaled down considerably...
Same goes with DEA as I dont really like massive drug laws and think we could spend the billions of dollars it cost to investigate, prosecute, and incarcerate non violent drug offenders in a much more effective way..
But with that said there is some usefullness in both these agencies and I think they should still exist..
