Not true at all. You can get a Letter of Verification from the Department of Health that will confirm and verify that you are part native Hawaiian (actually, all states provided letters of verification for vital records -they are just not certified). The current Hawaii COLB as well as a Letter of Verification that affirms that you are native Hawaiian is more than enough to establish the needed requirements for the Hawaiian Homelands program
Btw, the online page on the DOH website for Hawaii covering the Hawaiian Homelands program is a seriously out of date. They still call the COLB "Certification of Live Birth" - It hasn't been called that since October of 2008.
Its not a Certified Birth Certificate however (which is under a different set of rules)
A friend of mines who is native Hawaiian, has a normal COLB, but he has a Letter of Verification from the Department of Health that says he is native Hawaiian based on his vital records. However, he doesn't care about the Hawaiian Homelands program.
