Bill says Texas juror must read, write English (lawyers, Miami, Hispanics)

We have a growing majority of criminals who cannot speak English.

How do they get a fair trial..we need Spanish speaking judges, lawyers and jury.

The same can be said here in Miami. If the Judge is an American and the criminal doesn't speak a single word in English then the criminal's family must get translators.
