Living on the harsh, wind-swept northern Great Plains, North Dakotans lean towards the practical in economic development. Finding themselves sitting on prodigious pools of oil—estimated by the state's Department of Mineral Resources at least 4.3 billion barrels—they are out drilling like mad. And the state is booming.
Unemployment is 3.8%, and according to a Gallup survey last month, North Dakota has the best job market in the country. Its economy "sticks out like a diamond in a bowl of cherry pits," says Ron Wirtz, editor of the Minneapolis Fed's newspaper, fedgazette. The state's population, slightly more than 672,000, is up nearly 5% since 2000.

When you have more cows than people your unemployment will probably be low. I'm sure the unemployment rate in the Antarctic is pretty low.

The people who generally live on government handouts also ironically hate cold weather and snow.

North Dakota is one hard drinking state:

ND leads nation in binge, underage drinking

The reason, IMO, ND has a healthy economy is that it gets so cold there in the winter (it's one of the coldest states in the U.S.) housing is not in demand there so the housing market didn't become poisoned like in the southeast and desert west. I don't think ND is going to boom like you said, especially because it has oil. If that were the case, people would be moving to droves to Alaska but they are not

Exactly. Twenty below keeps the riff-raff out. I always tell my kids to never live in a place where you can sleep outside, as many people will do so. Keep to places where the weather is more hostile and you will generally find a good place to live.

It seems the cold weather leads to plenty of drinking. See my previous post.
