I believe the term "Black on Black crime" is loaded. In essence, de facto segregation exists in this society. So it makes sense to expect the perpetrator and victim to be of the same race.

You are citing a 19 year old undergrad's homepage as an authoritative source? Not exactly scholarly material, but its your agenda you are pushing.
The real issue I take is that the primary blame is never given to the perpetrator of the crime if he is black. It is always society, circumstance and other external factor. Maybe these black criminals are just twisted freaks of nature just like white or Latino criminals? Why the waste of energy excusing black crime at all costs, and all the time?
