During his time in the Soviet Union, he toured the countryside with his handler Jerome Liv****z. Liv****z gave Fred Koch what he would call a "liberal education in Communist techniques and methods" and Koch grew persuaded that the Soviet threat needed to be countered in America.[9]

People don't speak Russian because they don't want to learn new languages.
There's no other reason.
It's not necessarily that easy to learn, not to mention finding places in which to get instruction or mentoring.
I did at one time have a job preparing oil and gas production maps which had to have information in both English and Russian, to be presented in NYC, London and Moscow as an international business prospect. I had three interpreters to provide the necessary info. I learned early to not take a question about one interpretation to a different interpreter, lest I'd be constantly changing the graphic. Not to mention the characteristics of the alphabet itself.
One from Soviet Georgia, one from Azerbaijan and a third from Moscow. Each as completely different from one another as their interpretations.

Russian as taught in schools is reportedly quite different from what you'd hear on the streets of Moscow.
Koch was a minor player at best as far as having a hand in the demise of the USSR. If you really wanted to give credit to a single individual for that feat, I suppose it would have to go to Ronald Regan, whose astronomical defense budget spending caused the Soviets to try and "keep up with the Joneses", the bankrupting them, which then lead to internal breakdown and social discontent, both of which spawned the collapse of communism and the fragmentation of the Soviet Union. Keep in mind that Russia was merely one country out of the 15 that formed the USSR.
