I think she wants to say that the President should speak up how the government shouldn't be interfering with business decisions... so I am not sure what you mean by "make up her mind" since that has been her motto the entire time...

By saying nothing, he's allowing the NLRB to take this case to the courts, where it could be ruled that Boeing may not build in SC. By doing so, the courts would set a precedent (which is what our entire judicial system is based off of) where the government can go up to a business and say "you cannot build in that state because you would not be unionized." In other words, government would be unnecessarily sticking its nose in business again. Perhaps the next time Boeing wants to build something, it will just go overseas and then that's even fewer jobs for Americans.

Why should he support unions over business? If Boeing is allowed to build in SC, then many many people will get jobs. They'll keep more of their money since they won't have to pay mob bosses, Boeing will keep more money since SC is a very business-friendly state, which means they can continue to expand and employ more Americans.

Or they can be told "No!" and be forced to build in WA where they'll have lower profits and their employees will be forced to join a union and lose part of their pay in dues.
