Those kids lack discipline. They come from a home where their whims have been catered to.

The kind of discipline required for American children to compete in the 21st century has to be started from the earliest of ages when the children are toddlers.

Self control has to be reinforced. I see children running amok in stores, back talking parents, basically running rampant all over their parents with permission.

That lack of discipline shows up today in kids (and adults) with an entitlement complex. Those same kids who had everything given to them and their parents treating them like little princes/princesses, as well as those kids who came from homes with little to NO supervision or discipline. The neglect is equally as detrimental to children as those who have been given everything. The children from broken homes have the worst time because they are usually raised by the street where survival instincts have to be used in order to navigate their environment. Because of a street culture upbringing those children have a value system that is egocentric.

The reason why changes in parenting styles came about is because in the 1960's children decided they weren't going to be like their parents so they raised "best friends" instead of children, as well as a change in cultural and social mores.

That's carried on for over 40 years and today we have a mess of undisciplined people, narcissistic-ego centered and neurotic people taking all kinds of drugs (prescription and illicit - and abusing prescription drugs).

People who are members of a culture that doesn't value education. Trust me, it isn't race, it's the culture of the members that make up that particular society. Of course, they don't need to be literate if all they do is cash checks from the government. I believe, truely believe, government programs meant to help alleviate poverty simply create more poverty.

Home schoolers also use libraries since their houses are probably not equipped with a full library. That's also government help.

Since home school families are most likely wealthier than the average family in Detroit, we can assume they live in better neighborhoods. So there is no need to worry about crime and their libraries will most likely be open...as well as those community colleges with more course offerings.

It's not only PARENTAL FAILURE. There's a lot more going on...
The illiteracy rates in detroit and most other places in america are due to the culture of the parents. If the parents happen to be members of a culture/subculture that does not value education.......the members of that culture will do poorly in school. It isn't race, it's the values those members of the community and the values they pass on to their offspring that determine success in school............or not.

Those things happened. Now we need a bipartisan effort to stop the hemorrhaging of cities like Detroit.

Certain conservative policies, like tax incentives for businesses (though the data is sketchy on how effective tax incentives truly are), can work with liberal social programs (like adult literacy programs) in order to help places like Detroit. The combination would help.
The racial underclass of today was created by LBJ's "great society".

Tax incentives are very effective.

Those adults who can't read should have paid attention in school. Why are we, as a society, paying twice?

Better yet, I repeat this position all the time....if your child enters 1st grade not knowing how to read, the alphabet and how to at least count to 10, YOU are a failure as a parent. (unless the child has a REAL disability)

Families need to look after one another. If a family member notices that a child in their family is not being taught at home, they need to step in and do something.

We have become a society where the recipient class depends solely on the government for all of their needs.

People who respect the value of education will have well performing children. Those who don't, will fail.

Thus, the rich get richer and the poor get poorer.

It's not rocket science.

............and yet it seems to escape the comprehension of american liberals/leftists/assorted marxists/democratic party members completely.

Sorry but it is a fact that Mississippi is not some lily White state like Utah or Idaho.

Mississippi is one of the few states in the U.S that actually has majority Black counties.

Mississippi would be in better shape if the percentage of Blacks there wasn't so high.

The South is the only region of the country where even a lot of it's rural areas have a high percentage of Blacks.
