Of course it can. That's how West Virginia came into existence. It just needs approval from the U.S. Congress
But nobody has said any words about Congress till you did. Most don't know about that and it seems that the lawyers mentioned in the link don't know their asses from page 9 when it comes to this kind of thing.
If I remember right, West Virginia didn't use the normal way of forming. It became the 'legal' representative of Virginia when it stayed with the Union and simply voted itself a state.
Article IV Section 3 of the U.S. Constitution says that states can't be formed from existing states without that states approval from the legislature. If it is approved by the state's legislature then it must get backing from the U.S. Congress. And seeing as how Arizona is controlled by the GOP, this will get no approval.
It's never going to happen so don't worry. And DC will not become a state either so no worries about that
I don't think our friend has any idea what the Constitution says about Washington, D.C. Too many people don't, especially those who want it to be a state.

Well, I never said I expected it to happen - in fact, JUST the OPPOSITE (I said it WOULDN'T) - which is fine by me (we're retiring to SE Arizona).
