At first the Pima County Sheriff's Office said that Guerena fired first, but on Wednesday officials backtracked and said he had not. "The safety was on and he could not fire," according to the sheriff's statement.
SWAT team members fired 71 times and hit Guerena -- an Iraq War veteran -- 60 times, police said.
more than an hour had passed before the SWAT team let the paramedics work on Guerena. By then he was dead.

What an appalling story.
I will add, however, that the part about them not letting paramedics 'work' on the victim for an hour and 'by then he was dead' is probably inaccurate. Anyone hit by 60 bullets is probably dead immediately.
Too many back-woods sheriff departments shopping at the Army surplus stores and loading up on military gear and startng their own "SWAT Teams" for doing things NOT intended for SWAT. Serving a warrant is NOT a SWAT mission.

No that was true. The local radio station was interviewing a guy on the air close to the situation. He told the host that the paramedics were there within like 2 minutes, but they weren't allowed to work on him.

Yes, but my point: he was probably dead when he hit the floor, with sixty gunshot wounds. There was nothing to work on.
