No it's not uncommon. But the way it works is this:
1. You get CHARGED with something (innocent or not)
2. You get arrested and go to jail or ROR
3. You get bail set according to the crime you are CHARGED with
4. You post bail and go HOME. If you can't afford it you stay.
5. You go to court and resolve the issue
6. You get sentenced if found or pleaded guilty
7. You do your sentence
The reason people are locked up waiting to post bail, because that is a measure to try and ensure they will show up for court. You can't just release people after charging them even if you don't know if they are guilty. If they are, you won't see them again for court.

They are treated humanely. Because there are a bunch of people in the cell with you, that's not humane? They are only there until posting bail. If they can't post bail, they will be moved to a holding area for that. This thing about a bunch of people sharing one cell is the BOOKING area ALL jails are like this.
The Supreme Court by a 5-4 vote Monday ruled California prison overcrowding unconstitutional and upheld an order that could force the release of about 40,000 inmates to solve longstanding problems with inmate medical care and mental disorders.
Watch "County Jail - Miami" on Discovery Channel. Really one of the worst jails I've ever seen profiled. Way overcrowded. Crime is out of control in Miami, murder rate twice the average, and its all because of drugs (entry way is Florida for much of it) and money to be made selling it, which fuels so many of these crimes.
Yes and thank you for YOUR tax dollar. You see, The Supreme Court didn't say WHO to release. So, California (my state) will release a lot of older, sick, inmates (read convicted criminals in prison) who will now end up on Medicaire (read federal tax dollars).
So now, these sick, dead, and dying inmates, will no longer be the burden of Kalifornia. YOU and the taxpayers of Georgia, Wyoming, Arizona, et al will be footing the bill.

True. It's not as though they're being put into a cage with lions or monkeys or any kind of animals. It's humans with humans.
Remember, this isn't prison. Technically these men are innocent.
Land of the Free...
Not all of them are innocent. Jail is not just for those awaiting trial. It is also used for those convicted and serving sentences of less than one year.
I'd like to see a free range prison. If its in a warmer clime, just put up a fence, have a few guards in towers and let the prisoners roam free. For rainy weather they could have one man tents with a tear resistant ballistic cloth and you could even lock them in.
