I am really angry. I had some friends visiting, we were planning a road trip, so we had a car rented in advance. The problem came when one of them wasn't allowed to pass through the immigration control. What was the problem? More or less this was the conversation (he is absolutely fluent in English)

-Hello
-Why are you coming to the US, sir?
-I am on vacation, we're visiting a friend and we are going on a road trip
-Ok, how are you going to do so
-We have rented a car
-Ok, show me the proof.
-I don't have it
-Ok, go to the baggage claim room and sort yourself out.

I was waiting outside inside the car, with zero knowledge of what was happening. How was my buddy supposed to prove I had rented a car? She told him to go to the baggage claim area and she kept his passport (I don't know if this is legal). My other friends were asked some questions without any hassle by other officers. My friend become very nervous, he didn't have his passport and was neither allowed into the country-ironically he could have gotten outside the airport if he wanted).

Fortunatelly, after 2 or so hours, my friends reached me and I gave them a copy of the rental, and she finally allowed him.

I don't know if she could do what she did, but things like that only keep the stereotype about assho** officers bullyng tourists who come to the USA to spend money and experience this country for no reason.

I think not having his passport OR any thing else to back up his story is what the problem was.

You can file a complaint:

It does not seem right that she kept your friends passport, maybe the visa, but not the passport.

I recently dealt with immigration in Germany (US Passport) and India (Visitor's Visa), and it wasn't until I returned home that I encountered unnecessary hassles. I was one of the fortunate ones to be on the faster line. The folks on the other line were being dealt really ridiculously and I was personally ashamed of seeing the treatment in my country.

Ehm - he had a passport. That was taken from him by the power-tripping immigration officer. While I've never had any problems myself, I am also pretty careful to not volunteer anything they can latch on to, if they have a bad day.

(And really - holding on to the passport while letting somebody into the luggage retrieval area? Amateur hour, right there.)

What does it matter, immigration-wise, if it's the US citizen or the visitor who has the car rental contract?

Smells like Crap.

Get the date, and the time that you arrived. Get a description of the person who hassled your friend.
Then contact DHS, complain and give the information you have accumulated..

P.S. This makes you look like a terrorist. You might think I'm joking.

I had a hassle with immigration when I entered once. I forgot to fill out a form for re-entry and I think I nearly got turned around, but thankfully they let me just go and fill one out then go through.

So she did her job, since you make no mention of what documents he was using to enter the country. I assume he had none.
