When's the last time the Cubans were in combat? They sent them over to Angola and Central America in the 80s but what have they done since then? The military size has been reduced to about a third of what it was at the end of the Cold War as well...
North Korea maintains a huge army in constant state of readiness for the possibilty of war with South Korea including the occasional border skirmish or naval attack. Who knows how out of shape their equipment or troops really are, but they still have the potential to be a threat to their neighbor.

North Korea has more manpower than the US. Does that mean it can defeat the US?
No, for one they don't have the navy to invade a country that isn't capable of being invaded.
For another, its not just about man power, its about military weapons and air forces. We could wipe out large swaths of North Korean troops in open terrain.
Refresh my memory...Where were Cuban toops fighting in the early 2000s... Still in Angola?
