Already did. The people who were visiting the Memorial who were not part of the unlawful group but were told to leave because of the actions of those causing the disturbance. They had time and money into their trip just as any other tourist.
Last I checked resisting arrest was illegal regardless of the civil disobedence motivation behind the actions leading to arrest. Photography up between the pillars and inside is clearly not allowed (see previous post with links) yet, everyone filming was in that space.
Generally, following the instructions of the Nat. Parks police is considered a condition of Nat.Parks useage for visitors and an acknowledge agreement upon which violation means removal from any National Park.

The tourists were safe at all times, unless they were to have been struck with an urge to dance.
That's what the police feared most.
What if everyone just decided to up and start dancing for no reason?
