Why hasn't the Democrat majority Senate produced their own budget this year? If you recall, in 2010, when both the House and Senate were controlled by Democrats, no budget was passed. That's the job of Congress. So, where is it?

Because they can't "spend" anymore. This time round involves CUTS, a four letter word.
No one wants to deal with cuts because that will make the voters angry and angry voters won't re-elect them.

We'll get no budget this year either. No one wants to cut.
But they have created a back door slush fund for their pet projects "Mission Force Enhancement Transfer Fund" (Defense spending bill which did pass) so the spending will continue without us knowing about it.
