The last city where I wanted, but was not allowed to, wear a bullet resistant vest was Saigon 45 years ago. I would suggest a few current cities are Jerusalem, Baghdad and any place in Afghanistan or Pakistan. Or Tijuana.

How about by preventing this:

Recidivism - Wikipedia, the free encyclopedia

You can't stop a crime before it is committed but you can stop criminals from repeating crimes.

It's not a very hard concept to grasp.

Actually what is "totally appropriate" in a discussion is a counterpoint.

"Crap" is not a counterpoint; its a cop out.
