But according to numbers in the future, only 1-5% will fail!

Those who fail could turn to drug dealing. Eventually end up in jail, costing taxpayers a lot more. But it would create some jobs in the prison system. That is in addition to those generated by testing. But I doubt it is enough to turn Florida's economy around. Latest unemployment rate is 3 points above the national average.

We are speaking of a bureaucracy, not very likely that they are going to "spring" anything on anyone.

You are right, of course there are requirements, if the state wants to say

Our dear Gov Scott has slashed the school budgets beyond to the bone, as well as the budget for DCF.
Care to comment where that $ is supposed to come from?
Our schools dont even have money for toilet paper.
This what I just love about people from out of state commenting about how to fix the problems here in FL.
They dont have a clue what is going on here.

Probably the latter. Did we drug test the Wall Street firms before Bush bailed them out? Surely these guys were stoned out of their mind whilst betting against their own holdings and then buying insurance on that bet. Their drain on society was worse than any welfare Momma the right wing hysteria merchants could ever dream up, but as usual we beat up on the least among us.
