Seems as if bars should be able to allow smokers as well if their clientelle was primarily smokers. Doesn't seem to bother many about freedoms being lost or expenses incurred there though.
If businesses won't display their address in English they can't expect first responders to respond very quickly. Pretty simple for most people to understand.
All businesses should be able to choose their own smoking rules. And likewise, all business should be able to choose the language for their signs.
We don't need any government regulations in these areas.
