From the article:
"beginning Saturday, will raise from two years to five years the upper limit on how long someone can be listed as having been jobless. The move could help economists better measure the severity of the nation’s prolonged economic downturn."
Sounds like the new measure presents a less rosy picture than the unemployment rate did before that. So, the effect of the change is opposite of what many here would like it to be.

Bush was the President, beginning Jan 2001 through Jan 2009. Now, list those years where it went up, versus when it went down. Feel free to use the numbers from a link I provided yesterday.
