Depends on if the Republicans in congress and white house are strong enough to make the hard decisions regardless of their chances of re-election without caving into special interest, passing deals for personal interest (enriching friends, family, and themselves), or looking to enrich their legacy (like slipping in pork to build highways, museums, or airports with their name on them). I'm not confident the current Republicans in congress, as a whole, are up to this standard. Too many of them are still old Washington insiders doing things the wrong ways.
I'd say 3-4. We just need to get solid majorities in Congress plus a Republican president who has some down-to-earth common sense about how things work in the real world.
Well we need a reference example to figure this problem out. How many years is it going to take to fix the damage Bush did?
Remember... these people actually believe that Bush years were fantastic... they sing "52 weeks of job growth" in the same tune as "12 days of Christmas".
What makes you think the majority of them will do anything significantly different?
