Let's be honest here, the main problem here is IGNORANCE, not culture. Most immigrants from Mexico and other Latin American countries come from a very low socioeconomic and educational status.
If you ever go to Mexico or any Latin American culture, look at the people who are educated and middle class or upper middle class and I guarantee you, they are not having babies at ages 15 or having 5, 6 kids.

Generally, because of their social organization and emphasis on education, Mormons are upper middle class, well educated people. It is not uncommon for them to have 6 to 10 children to a family.

Seriously, ten's a bit unusual these days, but six is pretty standard. People like my husband and me, who just had two, are really in the minority.
Low birth control use because of religion, abandonment by fathers, and poor upbringing all have an effect on the underage birth rates in those of Latin American decent.
I don't know where the idea started that it was ok for fathers to abandon their children, but it needs to stop. I was raised by a single father, but I stand by my family.

I believe that was his point. We're not getting the educated responsible types from Mexico and Central America that limit family size to the number of kids they can afford. We're getting millions of the least capable, the least responsible who have many children they cannot afford and they start having them at very young ages.
Those who can be educated and can be responsible, have no need to sneak over the border.
