Ha! Actually, that's a good point. Maybe they symbolized opium? Perhaps they were Baum's commentary that drugs seem "magical" but result in a drowsy neglect for the problems in ones life, resulting in a sort of eternal slumber. I'd never really thought about it in that way before.
Interestingly, all of the things in the novel that were green were an allegory for unbacked paper money, or greenbacks. Green things (like the Emerald City) seem to be very powerful solutions to Dorothy's problems, but upon further investigation were quite powerless to help her. In the end, Dorothy finds that she is only is the only one with the power to help herself find her way home.
