Probably not (although he may think so)

Citizenship of Offenders on Death Row - Texas (http://www.tdcj.state.tx.us/stat/nationalities.htm - broken link)

Texas has 14 Mexican Nationals on Death Row
2 of them killed 'white males'
12 killed Hispanic males, females or children

Most of the murdered Hispanic females were also brutally raped.

The media and anti-death penalty crowd won't mention that the victims of these killers are in the Hispanic/Latino communities, but many in that community are well aware of it.

That is a technicality. You can argue whether it is a "major" or "minor" technicality. Texas failed to comply with an international treaty to which the US is bound, so it's a mistrial, and he's re-tried and re-convicted and then finally executed at great cost and expense to the Texas taxpayers, but that's their fault and they need to school their prosecutors a little better when dealing with legal or illegal immigrants.
Again,.............

The Supreme Court has previously ruled that states can't be forced to comply with the provisions of treaties without some intervening federal legislation.

Sounds interesting. Can you provide a link to the case? My Google skills seem to be lacking on this one...

Reid v. Covert - Wikipedia, the free encyclopedia

Quote:
The case involved Mrs. Covert, who had been convicted by a military tribunal of murdering her husband. At the time of Mrs. Covert's alleged offense, an executive agreement was in effect between the United States and United Kingdom which permitted United States' military courts to exercise exclusive jurisdiction over offenses committed in Great Britain by American servicemen or their dependents. The Court found that "no agreement with a foreign nation can confer power on the Congress, or on any other branch of Government, which is free from the restraints of the Constitution." The Court's core holding of the case is that civilian wives of soldiers may not be tried under military jurisdiction, because the Fifth Amendment's grant for military jurisdiction, i.e. "except in cases arising in the land and naval forces" cannot sweep in the jury-trial requirement reflected in the Fifth and Sixth Amendments.

In Obama's world:

BATFE killing Mexicans (indirectly of course) in Mexico via their illegal gun-running operation "Fast & Furious" = good

but, Texas excecution of a convicted rapist/murderer who had his day in court in the US and who happens to be a Mexican = bad?

Talk about inconsistent foreign policy!

YEAH RIGHT !!
Just more Hispandering from the TRAITOR Obama.

Better yet why doesn't this WEAK JOKE for a President volunteer to take this animals place in the electric chair.

Yet another reason why Obama is UNFIT for office, using politics to help a murdering rapist.

Maybe IF Obama got to "enjoy" what that poor girl went through he wouldn't be so quick in trying to find legal loopholes so a MURDERING RAPIST can avoid justice.

Obama has Iraq, Libya, Afghanistan, Yemen and the economy to deal with and the traitor decides to focus on this BS ???

ANYONE else in 2012 other than 4 more years of The Obama CLOWN !!!!
