Most definitely by bureaucrats, but as to their ideology I could not say.

If they are known to be (over) paid out, then that means they are are going to collect the over payments with interest and penalties.

All I see here are desperate and probably angry people abusing a system and getting caught. I don't see how this points to "government incompetence."

I do not share your optimism that the same types who misappropriated the payments, will end up retrieving all of them at a net profit to the taxpayer.

The "angry and desperate" gaming the system are the symptom, not the disease, which is an inept bureaucracy.

I'd say having a system in place where by billions are wrongly disbursed and then chased down after the fact, is a typical example of such.
