Yo! ! ! I like that. Congress can pass a bill to organize a service for those who choose to participate. Said person can sign up at a designated website using their usual citizen ID#, whereupon they will learn their share of the cost which would be applied to their tax obligation. As more people sign up, the individual cost will be reduced. Of course, Congress will need to authorize non-government agencies who can provide the same service as an option to the purchaser.

I suggest the defense of the country is number one priority of the federal governments responsibilty. That includes funding both miltary and law enforcement.

Then in World War II all the bombing of Germany wasn't a form of invasion. From some of the destruction I saw around major cities in Germany in 1955 and 1956 wasn't a form of invasion. I bet many Germans back then would have to disagree with your definitions.

Great empires come to an end because they over extend. Bring the troops home to defend our borders like the Constitution says. Lives saved, tons of money saved.

The answers are easy enough. It only becomes difficult when you continue to treat the symptoms instead of the cause.
