Except that's not really what he said. He may have meant that, and simply conveyed it in a very disjoint manner, but that is not what he said. Accurate quoting helps.

The source is Fox News, so you have to take it with a grain of salt. They are known to lie. Nevertheless, I agree with the statement, whether he said it or not.

The Congress doesn't have permission to give the president unconstitutional powers. Try reading that link I gave you.

it's a non sequitur, since medicare and social security are government programs. "Keeping government out of them" would mean dissolving Medicare, since it is insolvent.
