For a second, that looked like a picture of Obama and our Congressmen. Then I realized: Same difference.
Yeah, congress and Obama voters are both REALLY dumb groups of people. Only difference is that Obama voters have no interest in obtaining brains. Don't know about congresspeople.
Unless "Impeach Obama" was an authorized entry into the sign (which is highly doubtful), then whether it was a random person or a disgruntled worker, putting the message up would still be technically considered "hacking".

ok.....when I think of "hacking" I think of some kid in mom's basement playing "War Games". I don't think of a DOT employee doing it because he/she had legitimate access to it.

Even with legitimate access, using said access for unauthorized actions on the sign's computer is considered hacking.

That intersection is less than six miles from the beltway that surrounds Charlotte - which happens to be the second largest banking center in the country.
