These are moderate poor, poor relative to the middle class.
These are probably poor that "could" exist without government help but would have to cut back and watch their pennies.
It's the government's definition of poor that includes too far of a range.

Very similar to how $250K is lumped in with $200Million as being "rich".
There is a compromising middle ground....you and I are very similar in our views. Moderate poor.....lower middle class.....could be the same thing or next door neighbors. Most could and would choose to always make it on their own, but off and on in peoples lives unforseen tradgedy happens and temporary help is needed....be it food, education, transporation, safety, housing, (the list goes on). Government programs were designed and built on this being the case. Temporary help that morphed into generational welfare for a couple decades became a problem....but this was stopped by Prez Clinton. as well as stopped in I think...all the states. Some kept more programs than others, others dropped many programs feeling as though they were too much. The governments position of what constitutes poverty isn't really wrong, its probably actually too low in this economy but something we all have to deal with. But more and more people are one or two paychecks away from extreme distress even homelessness. Granted many due to bad decisions, but many more due to extreme bad breaks that gave them no recourse.

I agree with the 250 being too low to be millionaire as well.

Welfare comes in more ways than a cash benefit. If you are getting Food Stamps/WIC, you are getting welfare. If you are on Medicaid you are receiving welfare. People will look you straight in the eye and tell they are not getting welfare if they are not receiving cash from the government. Anything you receive from Social Services is welfare.

If it is a system that doesn't require a person to pay into it before receiving payments it is welfare...at least in my opinion.

It was a little more than a few decades ago. Residential air conditioning took off in the 1950s.
