I suspect that absolutely none of the countries that will be listed will a G20 country or even a country of any relevance economically.
All country has entitlement of one type or other, it is a matter how they are executed.

Here are the example of US entitlement and other country:

Social Security:

US - a ponzi scheme. Why because new payer pay older payer. When you cannot use the money until you reach the age limit, then there is a problem. It is not your money

Singapore - you can use the money to buy your home. if you have health emergency, you can use it

Universal Healthcare:
US - ZERO cost for those who qualify. No skin in the game. Even a cough or a cold, those zero cost participate will go to doctor for 3 to 5 times. They don't understand. Cold takes time to recover

Singapore - Require copay from everyone

New Zealand - First 4 or 5 times of the year require 100% out of pocket

Welfare:
US Welfare: We have more government employees working for welfare than the receiptants. No wonder the system is not going away. Welfare should be a temporary solution, not as a permanent solution. Many on welfare are working under the table. Or they have been there forever. Free housing, free food, free medicare/dental. What else do you need?

Hong Kong - I know the welfare exist, but most people don't get on welfare even if they qualify. The culture believe if they can work, they don't want to get on the welfare.
