Norwegian police reports that the arrestant has been observed near the government buildings before the bombing and the Utøya shootings. They know his identity and are interrogating him right now. They have not given further information about ethnicity etc. We'll see.

Probably a convert. Converts can be very dangerous. They are absorbing Islam in its purest forms without any moderating influences most Muslims who are born into the religion obtain from their families. Converts tend to be loners or some other type of social outcasts. What better way to really belong to your new group and impress your friends with your level of committment to your new faith then being even more extreme than them?
