I'm following the Norwegian Broadcasting Channel live, so far two is confirmed dead and an unknown number of severe injuries.
There are no suspects as of yet, the situation is not under control, speculation as to who did it has limited use at the moment.
EDIT: Government official: "We will not speculate in what has happened until we know what has happened, we're focusing on securing the situation and providing medical assistance to those in need. There's a lot of fear in Oslo right now, and we need to stay calm and make sure the situation doesn't get worse than it is."

Hyperbole indeed, people sentenced for crimes against the nation and terror attacks can be locked up for life.
People should wait until all or atleast some germane facts are out. One report I read said the Oil & Energy building was targeted which means left-wing enviromentalists could potentially be the culprits.
Is it possible, A "Left-wing" enviro-nut in Norway ? There is no "Left-wing" in Norway!

You mean they don't put people in jail for 10 years for possession of marijuana. Crazy people.
Your implication is that whatever happened would not have happened if they had stricter laws and enforcement? We don't know what even happend yet, but if it were a muslim extremist, do you think a countries laws would have any impact on whether they blew themselves up or not?
There are some reports of shots fired at the summer camp of AUF (Arbeiderpartiets Ungdom), the youth part of the governing party. Journalists are confirming that they've heard shots as well, while on the phone with people on scene. Police is on the way.

In Norway, you can end up with indefinite detention for a number of crimes, if you are considered too dangerous to the general public to be released.
