It was paid for by the federal government. I believe all the construction was done by private contractors. Thankfully, otherwise we'd still be doing studies and have the job half done.
So do it again, half the defense budget towards infrastructure. Same net number of jobs, more return on you investment.

Wait until millions of defense-related workers are put out of a job. Oh yes...it will be monstrous. The government knows it. That's why there's a 'mission'.

In your world, unless privateers benefit from your taxes, it ain't an investment. But if government is involved in development of infrastructure that helps ALL (yeah, besides those poor privateers), then hell breaks lose. I take it you have been to a country where the government doesn't do a thing, and privateers are building super-highways?
