Yes it is... which is why I'm against this bill. There is another bill circulating in the state senate that allows illegals to receive public funding, such as grants and scholarships, to pay at in-state tuition.

If those "private donations" are TAX DEDUCTIBLE then it has EVERYTHING to do with public funding.

and depending on where the private donations are funneled, they can be tax deductible. if you give to most any charity, you are funding this dream act that california passed.

Tax deductible or not, none of that 5.4 billion being borrowed will be used as public funding for the illegals.... They are being used as a "cushion" in case California comes up short on money to pay their bills due to debt ceiling drama.
