It's a very deliberate, cynical move by this most partisan, divisive presidents. Completely intentional...but now the press is starting to notice they have no plan, but have no problem criticizes every other plan that's out there.

Why yes, they do it all the time. Just like obama put out his budgets, just like the Senate dems, by law, are required to create a budget.

But...he keeps talking about his conditions, want he wants...but nothing on paper.

They have to pass the legislation THEN we, and most of Congress, can see what's in it.

Isn't that how it's done these days?

The president can, however, take an indirect role in shaping legislation, especially if the president's political party has a majority in one or both houses of Congress. For example, the president or other officials of the executive branch may draft legislation and then ask senators or representatives to introduce these drafts into Congress. The president can further influence the legislative branch through constitutionally mandated, periodic reports to Congress. These reports may be either written or oral, but today are given as the State of the Union address, which often outlines the president's legislative proposals for the coming year.

Why bother having legislative proposals if you only use them as campaign speeches?

Boehner just yanked his bill before putting it out. He doesn't even have a plan yet that he can sell his own party. Either he is a terrible leader or his party has too many extremists to satisfy.

So the executive branch is responsible for writing legislation? That's news to me.

Considering your posts, I'm not surprised that it's news to you that the executive branch CAN and DOES draft legislation.

At least his plan could be scored by the CBO. The same could not be said for Obama's plan that the CBO said was "too fuzzy" to even score.

What are you talking about?

They PASSED CCB/BBA.

They will pass another bill in a couple of days..waiting for scoring from the CBO.

They passed a budget.

Where are the dems plans? Obama's? He keeps saying oh well, we'll consider that, we'll talk about this, this is on the table...but we know he is lying through his piehole.

He has no intention of doing entitlement reform.

The CBO told him they can't "score" a friggin speech, which is all this POgarbage is good for.

CBO: We Can't Score Obama's Budget Plan Because It's Just a Speech | The Weekly Standard

"We don't estimate speeches," said Elmendorf. "We need much more specificity than was provided in that speech for us to do our analysis."
