Oh, I know they don't have a plan but they surely do think that some time soon the Republicans will come up with something that allows them to continue the present methods of budget straddling and will take that.

The only thing is, it by-passes congress, for an appointed mini-congress of 12 hand picked Progressives from both parties to draft any more economic downsizing.
