No, you're right. I worked at my local super market 10+ years ago...and the sense of entitlement of what they truly thought they deserved was amazing. This was to a 16 year old me who only knew what I saw in front of me.

There are many poor people, who are not on welfare, who pay their bills with money orders.

So, why not get a bank account? Most checking accounts are free today...and it beats paying the fee to pay for the money order... if someone is so 'poor' why want to pay several fees a month (depending on amount of money orders)
It's because the government isn't supposed to know what kind of income they have, or they'll lose their free ride.
The bigger issue is how will this be enforced - if people are able to withdraw $X, they can then spend the cash on alcohol, lottery tickets, etc. if that is there intent. So ultimately, is this new law going to be enforcable or is it more grandstanding?

You'd be surprised how many people don't qualify for a checking account.
I agree that it would be more cost effective to have a bank account, but some people may not be able to do so if they have credit issues. Or they may choose not to if they have limited funds and don't want/can't afford to pay the monthly fees (service fees, ATM, etc).
