Keep in mind that like Obamacare, there is no way for you to understand ACES. Well, maybe if you are one of the lawmakers in Juneau, one who takes his time to analyze the bill. Now, just to make it easier for you, read this link:
Could Oil Tax Hike Come Back to Bite*Palin? - Real Clear Politics – TIME.com

You can see the videos from those who oppose ACES to this day at "youtube." The oil companies strongly oppose ACES. A lot of us in Alaska are divided on the issue of ACES. Some say that it's a tax, therefore a "conservative" (Palin) should not have imposed such a big tax on the oil companies, while a lot of other people like the tax because as the price of oil went up, that has provided Alaska with a big surplus. I am not trying to argue with you (I have only lived in AK for over 30 years)

AGAIN
ACES maintains 40% credits for wells
ACES broadens this program to grant 20% credits for more exploration wells
ACES maintains 40% credits for seismic surveys
ACES creates a NEW 5% credits for old seismic surveys

Its like someone needs to explain the math to you.. The companies got CREDITS, which increased profits, and when profits were increased, tax revenues increased. The fact that Sean Parnell wants to reduce them doesnt mean the credits do what they were designed to do, which is increase production to increase profits, to increase tax revenues.
RayinAK is 100% correct. The State legislature raised taxes on the oil industry while Sarah Palin was Governor. There is now a 25% oil royalty tax on every barrel of oil produced as a result of ACES. While Sarah did support ACES while she was Governor, it would have happened anyway, regardless of who was Governor. The corruption in both the legislature and the Governor's office while Murkowski was Governor ensured that everything they did would be undone, which it was.

FYI, Alaska's current surplus is $40.3 billion. Source: http://www.apfc.org/_amiReportsArchive/APFC201102.pdf
