Currently the capital gains rate in this country is 15% on equities with dividends and interest payments taxable as income at your marginal rate.

What would you think if we completely eliminated capital gains/tax on interest income and dividends for primary market purchasers of securities, but then made capital gains/dividends/interest on debt taxable at your normal marginal rates?

In this way, we are allowing people who are truly investing in companies with their cold hard cash to reap the rewards of risk taking and true business investment by getting them tax free, while making people who simply use equities for speculative purposes be taxed at normal income brackets. This could also ease market volatility and significantly increase direct business investment.

When you buy equities and bonds on the secondary market, you are not truly investing in a firm.
