Actually, he gassed villages which had taken up arms against his government in the middle of a war and on the side of the enemy. (Those people would not have described themselves as "Saddam's own people.") I'd surmise he soothed whatever remained of his conscience in the same way semi-psychopathic Americans continue to rationalize Dresden and Hiroshima.
