While I am no fan of seeing someones Butt Crack( Male of Female) fining someone for this type of "offense" is rather foolish....True "Gang Members" will show their "Colors" in other ways.......Like drug dealing,Murder,extortion at school ect..Spend money going after the real bad guys not slouches who exhibit their jockeys.....Too much time and resources wasted.
