Why wouldn't a new admin's SoD be concerned that the previous admin had lost $2.3 TRILLION?!?

Again, the DoD admitted to the lost funds in 1999.

Because he was raising a false flag... He knew where the money was... and he decided to steal it... Hence the day before 9/11... Under the radar...
