The answer is...it depends. A small district for example would have little need to pay as the duties would not be significant. A major school district however might justify it easily.
In my school district, no. It's the workload equivalent of the PTA and based on how the district is run, obviously requires to skills to do.
So, in general, if it's less work that a part time job, no, even if their is a surplus in the budget.
If it's the workload equivalent of a part time job, some compensation can be justified, especially if there's a surplus.
And if it resembles of a full time job, then yes.
